allow admins to specify maxlength for text fields (built-in and custom fields)

For our application, we need to be able to specify the maxlength for text fields on various profile forms. This is due to integrating with other backend systems where excess characters on fields like organization name, address, budget, etc. would be cut off.

Would be convenient if civicrm had a built-in feature allowing site admins to set the maxlength for both custom and builtin data fields. For our application we do not need different maxlengths in different profiles; but profile may be the only place to set maxlengths for the builtin fields.
