Cannot check out using cart when selecting pay later

            Description

            Using cart checkout I can't complete the transaction when I select 'I will send payment by check'. Form rule is erroneously requiring the hidden credit card fields to be completed. Reproduced on public 4.6 demo (http://d46.demo.civicrm.org/) - screenshot attached.
