CiviMail - Integrate Dojo WYSIWYG Editor and Support Re-usable Message Templates

1. Upgrade CiviCRM to dojo 0.9

2. Implement patch contributed by legalconsult.com.au (andrew perry and xiao) to integrate the dojo WYSIWYG Editor. Also change step 3 name from Upload Message to "Mailing Content".

3. Modify "Send Mailing Step 3" to allows users to both save a Message Body as a new or updated message template, AND/OR to select from the saved templates. This feature should be added for both Text and HTML message contents (separate operations to save and retrieve for TEXT vs. HTML since the content will be different).
