Payment express not always loading in 4.7 reworked payment form

Hey Coleman,

This is what I've been meaning to catch you about. If you have a contribution page with 2 payment processors including payment express & payment express is not the default the payment express button doesn't load which you switch to it.

(it does under some other circumstances).
