Attach Files in Petition - not uploading the file

            Description

            I have tested this in a site using 4.6.4 and at http://d46.demo.civicrm.org/ and the same thing happens in both sites. Both CiviCRM installations connected to Drupal sites. Looks like the same thing as in this closed bug? https://issues.civicrm.org/jira/browse/CRM-10993

            1. Petition has a custom field to attach a file.
            2. As a logged in user on d46, and as an anonymous user on my site, I completed the Petition and attached a file (a 76KB jpg). Then clicked Sign. Screenshot attached - civipetition1.jpg
            3. When I View the signed Petition in CiviCRM, I cannot see any attached file. Screenshot attached - civipetition2.jpg

            Advice appreciated.
