            Description

            The CiviMail new "compose" interface ignores the WYSIWYG choice in "dispaly preferrences" config.

            Bug is easily reproducible: just set editor to TinyMCE and visit one page that loads it (example: "new event" or "message templates") note that TinyMCE load correctly.
            Now try to create a "new mailing" and you will see CKeditor loaded instead.

            NOTE: already reproduced the bug in both WordPress and Drupal demo installs.

                This has been addressed by CRM-16354 in 4.7.
