Description
After creating a page with a membership price set but no contribution amounts I find I can't load the page due to this error:

NB - related issue is the difficulty I had creating this config - bu tI don't think it's difficult because it is invalid - just due to how it is

NOTE - it turns out this is a problem when the payment processor is NOT paypal or AuthorizeNet - but does support multiple payments (e.g IATS, eWay recurring - because the existing code hard codes a permit for those 2 processors)
