Add Canada and Mexico as valid countries in Localization screen.
Add an address for a contact in the United States
Now edit that address (either inline or in full edit form) and change the country to Mexico.
Expected result : State dropdown refreshes w/ Mexican state/province list
Current result: State dropdown does NOT update.
