Description
If the CiviCRM resource URL is not correct, then the following help pop-up information won't appear. And since this info is necessary to help people figure out what to put in the Resource URL box, it might be nice to have it on the page rather than as a pop that won't be of any help if the Resource URL isn't right.

From the help pop-up:
URL of the location where the civicrm module or component has been installed. You may use an absolute or relative URL.
Drupal Example If your site's home url is http://www.example.com/ ... then your CiviCRM Resource URL would be:
http://www.example.com/modules/civicrm/
Joomla Example If your site's home url is http://www.example.com/ ... then your CiviCRM Resource URL would be:
http://www.example.com/administrator/components/com_civicrm/civicrm/
