CRM-17475 Back-end pay later registration emails

Sanjay Jain I'm not convinced that changes are needed here. The confirmation email shows Total Amount for event fees, but does not indicate that they've been paid. The backoffice form includes the ability to prepend instructions regarding payment due.

David Greenberg The email includes a Transaction Date that defaults to midnight, a Payment Mechanism that is always default, and fails to include the Pay Later instructions from the Event.

There is a token in the receipt template for the Pay Later instructions, but it is not getting triggered.

Tommy and Sanjay asked me to take a look, so sorry if it seems like piling on. I could see this as being something less than critical, but it's definitely a bug in these ways:

• The Transaction Date and Paid By are fake information being sent to the participant. I wonder if this regression is caused by payment instrument starting to be required a couple of versions ago. There's no way to prevent these from getting included (without removing them from the template for everyone).
• This is just the wording, but "Paid By" next to "Check" makes me feel pretty confident that I've paid, especially if I'm being reminded to pay weeks later and I have the feeling that I already sent in the check.

• Paid By row should be skipped if pay later
• Transaction Date should be skipped if pay later
• Pay later instructions from the event should be included if available for the event (pay_later_receipt token)

Is your team able to work on a PR for this?

We're a bit busy at the moment, so happy to provide the time, but it may not be in the next month. I suspect it'll be quick, but in case it isn't, I don't want to set expectations that it'll be that fast.
