CRM-17615 Price Set Access Denied without permissions for access member, contribute and event

            Description

            If someone doesn't have permission to access CiviMember and/or CiviEvent they cannot edit, manage, or add new price sets. I can't replicate on the newest demo because of permissions, but I was able to replicate on two different 4.6 sites.

                Thanks for submitting this - these are great points you raise.
                As a non-critical issue, we can prioritize this if:

                1. It gets submitted to the paid issue queue, or
                2. A pull-request is submitted for us to review on github.
