CRM-17810 Add pager to custom data tab

Request is for implementing pagination on a custom data tab in the contact record, for multi-record custom data (when in table view). The client that originally sponsored that work (implementing the table view for that tab) has contacts with hundreds of records in that that field set for some contacts, and it's become difficult to work with.
