Event Registration with PayPal Std - Confirmation Email Not Sent and Participant_Payment Record Not Created

            Description

            When an online event registration is submitted using PayPal Std, the participant and contribution records are created correctly. However the following two processes are NOT happening:

            • The event is configured with is_confirm_email = true, but no email is sent to participant (nor to cc: address)
            • There should be a civicrm_participant_payment record created - but this is not happening.

            I tested this as an anonymous (not logged in) user. But I suspect that is not relevant.
            Please also verify that the above is working for PayPal Pro once you have this fixed.
