Tokens are not replaced

Hello Civi team.

I have created a simple tamplate of such a text:
Opt out

{action.optOutUrl}
URL {action.unsubscribeUrl}
Domain address {domain.address}

and instead of receiving hooked email i get this:

Should I push somehow hooks to be processed?
