Same address merge option on Contacts export not working as help text says it should.

There is an inconsistency here and I am not sure if the help text is wrong or the feature is broken. (Either way there I consider it a bug.) I don't use this feature myself and am only trying it out because I am updating the user documentation, so I have no prior exerience to inform this issue.

If I select contacts from search results and choose to export them, there are 3 merge option. The one that doesn't behave as the help text says it will is Merge All Contacts with the Same Address.

If I export multiple individuals all living at the same address and all belonging to a household, then based on the merge options help text I expect to get one record with the adressee being the Household name and the postal greeting being Dear Household name.

Instead I am getting two records, the household record and a merged individual record with the addressee being the individual adressee names in a list and the postal greeting including the individual first names.

The critical sentence of the help text is:

If a household record already exists in which multiple individuals share an address, the household will be exported as the combined record.

Which is wrong, the export behaviour or the help text?

( This is on the drupal demo site and the results are the same whether or not I also choose to export the household record.)
