Organization data shows up as required fields on contribution confirm page

The organization profile used for On behalf shows fields as required even though they have been filled in.
To replicate:

1. Create a contribution page used for on behalf and mark the on behalf signup as REQUIRED. (This error does not affect the signup if on behalf is optional)
2. On the online contribution page, fill in the entire profile including fields for on behalf of organization.
3. Click on Confirm Contribution.
4. On the confirmation page, notice that the profile details for the organization data are missing.
5. Also, when you click 'Make Contribution', the formrule prevents the process by showing the organization fields as required.
