CiviCRM Permissions are not saved

      Description

      When saving changes to the CiviCRM permissions, either via Gobal Configuration->CiviCRM->Permissions or via Components->CiviCrm->Administer->Users and Permissions->Permissions (Access Control)->Joomla Access Control, then Joomla displays message that the changes were saved, but when looking at the permission that was changed (e.g. Allowed on "CiviCRM: access CiviCRM" for Administrator user group), the change is back to the previous state (inherited by default).
      When trying this on a clean Joomla 3.5.1 with a clean CiviCRM 4.7.8 without any special configuration on either installation, the issue is reproducable.
      Looking for similar issues only points to increasing php_value max_input_vars. After changing the value to 2000 and even 20000, the issue remains (while the parameter is correctly displayed in the joomla System Information->PHP Information tab.
