This is continued from CRM-1902... Please help!

OK, it looks like ALL our CiviCRM sites are down. Last Friday we did change registered_global to OFF, and magic_quotes to ON, on the Server (I got sick of seeing the red messages in the backend of Joomla). Is this what is causing the problem???
