Internal and/or External Contact ID is Not Displayed When Change Log is Empty

            Description

            The Contact view footer should display internal and/or external ID values regardless of whether the change log has items in it. This is paricularly noticeable after importing contacts w/ External ID values (the values don't show up on the screen).
