Unsupervised duplication rule for organisations not merging organisations during event registration

      Description

      If the unsupervised rule is strict and you register for an event with only the Current employer (name of the organisation) added to the profile, civi creates a new organisation.

      Steps to recreate:

      • go to merge duplicate contacts page
      • organisation rules / Unsupervised one
      • Edit that rule and change the total weight to 20
      • add a new organisation, name and email
      • use the logged in user, add current employer (the organisation you created)
      • go to events
      • configure, online registration of an event
      • at "Your registration info" click edit --> drag and drop "current employer" and save
      • save the event
      • then check the event form and register (organisation auto populated)
      • check if there is a new organisation created
        --> yes, a new organisation without an email address got created
        --> relationship between the new organisation and individual got created
        --> event after having relationship if you register again, a 3rd organisation gets created

      Tested on 4.6.22 and 4.6.24 clean sites.
