BillingBlock js not loading as expected in Drupal 8

            Description

            In Drupal 8 when loading a contribution page you get a javascript error from the billing block js this is because there is no page footer to load into so it sticks it right at the top of the other JS.

            Also because there is no page footer we have to make a slight manipulation to the JS to make it perform as per normal PR incoming
