Move functions that belong to dedupe finding to Dedupe_Finder class

            Description

            In the expectation of spinning off finding of duplicates into a separate extension I'm moving relevant functions to the DedupeFinder class. Anything that is specific to finding should go there - ie.

            Merger::getDuplicatePairs'
            and
            PrevNextCache::refill
