Inactive Campaigns showing on search pages under "Current Campaigns"

We have a large number of campaigns set up, and many are disabled because they are historic records but not in use anymore. On the search pages where "Campaign" is an option (e.g. "Find Contribution" or "Advanced Search" panels) the inactive campaigns continue to show up in the select list. I would have assumed that was simply the way things were designed (because it can be helpful to search on old/inactive campaigns), but the list appears underneath the title "Current Campaigns". Seeing disabled campaigns listed as "Current" is confusing to some users.

Do we need a title there? Or is the list supposed to be sorted by Current and Inactive status titles?
