Updating Pay later event registration from backend produces formRule error

            Description

            Steps to recreate -

            1. Register a participant to an Event - pay later.
            2. Navigate to contact summary page and update this participant to Registered.

            Two issues -

            a. Record Payment is not enabled and Payment section is displayed.

            b. If we manually enable Record Payment and complete the registration a formrule validation is printed on the form.

            Please select at least one option from price set.
