Prevent Backdrop admin drop-down menus from appearing beneath CiviCRM admin menu

            Backdrop admin menu should be hidden when the CiviCRM admin menu is visible.

            Description

            Right now we've got the Backdrop admin menu dropdowns appearing below the CiviCRM admin menu. It would be good to hide the Backdrop admin menu when the CiviCRM admin menu is visible and also to show the Backdrop admin menu when the CiviCRM admin is hidden.
