            Description

            This change allows the MessageTemplate.Get API function to be used throughout.  BAO function getMessageTemplates is rewritten to use the new API equivalent instead of direct SQL queries.

            stripTokens function added to remove PHP warnings when tokens are passed to smarty processor.

            Unit tests for both included.
