with php 4 you can't save Global >> Address Settings

            Description

            CiviCRM » Administer CiviCRM » Global Settings » Address Settings displays this error on save

            Please correct the following errors in the form fields below:

            • Address Standardization features require PHP version 5 or greater.

            Upshot is that you can't save the rest of the fields and I never touched Address Standardization, all the fields are empty. Can the php 5 check be removed or just display a warning message?
