            Description:

            When cancelling or deleting event participants, the task confirmation page has submit/cancel buttons both on top of the page and at the bottom of the page. This is an inconsistency with other task/action pages in CiviCRM, where the buttons are only at the bottom of the page. See attached image for visualization.

            Steps to Reproduce:

            1. Go to CiviCRM > Events > Find Participants > Search
            2. Select a few records
            3. From Actions, choose Cancel registration
            4. Repeat the above and from Actions, choose Delete registration
