Cannot set State/Province when editing a contact, even after setting Country

            Description

            The handy Javascript which is supposed to list the states and provinces pertaining to the chosen country doesn't work for me. The country field correctly autocompletes using the list of available countries, but the State/Province field remains inactive. I have observed no other problems with Javascript in my browser (for example, the Contact Search block works correctly).

            Reproduced under WinXP (IE7, Opera 9, FF 2.0) and Linux (Opera 9, FF 2.0) in CiviCRM 1.8.beta.10676 (Drupal 5.1, PHP5) and on the Drupal demo server:
