[CRM-2416] Credit Card Field Validation is Bypassed if Membership Block Enabled - CiviCRM Issue Tracker

I've recreated the issue from this forum post on our 1.9 demo:

Test-drive the Membership Signup sample and enter card type = Visa and all other required fields EXCEPT leave the card number, security code and expire date empty. The form submits successfully and goes to Confirm page.

If you try the same thing with the "vanllla" contribution page - you get the validation errors. Both pages are configured to use PayPal Pro.
