Description
Searching in a Profile on City, State, Country (and I suspect all other address fields) is broken.
To recreate, use our sample (generated) data, and go to search form for profile 1 (...civicrm/profile?gid=1&reset=1)
Then search on State = California (you can also search on Country = United States)...
