inactive checkbox when adding new custom field doesn't work

      Description

      Situation:
      When creating a new custom field (alpha numeric / select) Civicrm gives the option to enter values. Behind each value is a checkbox to indicate if a field is active. When unchecking an option (thus making it inactive) it is not made inactive and shows up in the list. The item shows up as active in the list.

      However when you go again to the admin list and change the status of the field it is initially shown as active, but can be changed to inactive. My guess is that in the initial admin screen when creating the field the active/inactive value is not inserted correctly.

      This can be replicated on the demo system. Just create a custom field with select option and disable one item.
