Eliminate footer from all public pages ...

If a page does not need "access civicrm" permission, then it can be considered a public facing page. We should suppress the footer in this case to avoid confusion / give user specific version info etc

I would suggest that there should be a section within the Administer CiviCRM area with the download link, which cannot be removed, and then an option to remove the footer generally.
