Import Contacts: A non-recoverable error has occurred when importing contacts with Fill choosen as duplicate handling

Execution Steps are as follows:
1. Import the testcustom.csv file attached here with No duplicate Checking as duplicate handler.
2. Now again import the same file and choose Fill as duplicate handler.
3. During the final stage after Summary an error message is dislayed,
