Component Dashboards and Search Forms : Move help text into help tooltips and provide clear admin links for common configure actions

1. CiviContribute, Event and Member dashboards have a lot of explanatory text which clutters and pages and is obtrusive for "regular" (i.e. not first time) users. Move all instructional / help text into Help tool-tips.

2. Provide clear links on the Dashboards for common admin config actions (if user is has admin permission), e.g. "New Event", "New Contribution Page", etc.

3. Also move help text to tooltips for search forms.
