CRM-3158 Basic Search - Usability and Navigation Improvements

1. Implement changes to Basic Search (Find Contacts) layout as recommended after a usability review by Zoe Kroll from CivicActions. (Mockup is attached).

NOTE: For this iteration, I did not implement these 2 recommended changes:

• • "more actions" dropdown is NOT disabled when there are no selections to act on. My concern is that folks might need to explore what actions are available prior to selecting records.
  • I did not replace the "Go" button with automatic submit "onchange" of the actions selector. My concern is that this would prevent someone from repeating the same action with different subsets of their search results (there's no way to trigger the action w/o changing the selected value).

Adapt navigation links between search modes to handle elimination of local tabs and addition of submenu items under Find Contacts.
