Brussels is missing from the Belgian province list

            Description

            We should add Brussels to the province list for Belgium: http://en.wikipedia.org/wiki/ISO_3166-2:BE

            As 2.1 is in 'schema freeze', we should add it to both 2.0 → 2.1 and 2.1 → 2.2 upgrade scripts.
