Rich text editor in CiviMail should accept url tokens as the link target for links

            Description

            The rich text editor in CiviMail should allow you to put

            {action.optOutUrl}

            (for example) in as the target for a link in the message. This should then pass the required tokens check. Currently the link doesn't come out right when you do this.
