There should be a CiviMail token that always resolves to the email address we're sending to

There should be a CiviMail token that resolves to the email address we're sending to for each outgoing email. This is similar to

{contact.email}

except that token will sometimes return a value other than the one you're sending to due to multiple addresses being associated with the contact and the various statuses of those.
