reinstall on Drupal site results in a "non-recoverable"error

      Description

      I reinstalled v 2.1.4 after removing an older 2.x version from a Drupal site.

      I dropped all tables in the civicrm database and deleted the civicrm.settings.php file

      The installer reported success.

      However, when I viewed my home page, I did not see any evidence of CiviCRM

      Viewing <siteurl>/civicrm the first time produced an "unrecoverable error" - later views produce "page not found"

      I went to blocks admin, and there was a message that the CiviCRM blocks were assigned to an incorrect region "left" and were disabled

      I assigned them to the right sidebar and I can view the blocks in paths with civicrm*

      However, the CiviCRM menu links yield "page not found" errors (although I can still view the CiviCRM blocks in the sidebar)
