CRM-4340 Develop new HTML markup and CSS standards for forms and other pages

Use this issue when committing template and css changes for layout "experimentation".

For now we are experimenting with using jQuery UI CSS classes plus a very pared down version of civicrm.css (css/civicrm-new.css).

Add this line to your settings file if you want to view your site with this css file substituted for civicrm.css. (Drupal only at this time.)
