Primary location does not update unless there is info in address field

      Description

      I add a new email to a contact in a home location.

      I want this to be the primary way of contacting him.

      I try and change to home to be the primary location but it doesn't allow be to do this unless I have address information here. But I only communicate with this contact via email so know or want to add any address information.
