Create a lookup function that returns which group/org pairs a user is responsible for

Create a lookup function that takes a user's contact_id and returns the set of group_id / organization contact_id pairs (0 or more) that that user contact is responsible for.

This should be hookable, but also allow a 100% built-in representation so you can use multi-org w/o coding hook functions.
