Send Email to Contacts (batch task) does not exclude DECEASED contacts (but says that it is doing so).

I discovered this by comparing recipient count when creating a New Mailing with sample group "Newsletter Subscribers" selected (5 recipients). Then I did Find Contacts -> selected Newsletter Subscribers and then "Send Email to Contacts" action (for ALL results). This time, the recipient count was 9. The 4 additional turned out to be contacts with is_deceased = true.

The status message says: "Email will NOT be sent to 15 contacts - (no email address on file, or communication preferences specify DO NOT EMAIL, or contact is deceased)."

We need to fix this to filter out is_deceased contacts (as we do properly in CiviMail).
