Event end dates not localized on contact dashboard, and cancel, expire and approved notification emails

      Description

      For events where the end date is on the same day as the start date, the end time is not localized properly (i.e. ignores Date Settings for Time display).

      For 24 hour clock configuration, displays this:

      October 5, 2009 5:00 - 8:30 PM

      ... instead of this:

      October 5, 2009 5:00 - 20:30
