ACL or Drupal permission to allow certain roles to choose between the "From email addresses"

I would like to see a CiviCRM ACL or Drupal permission to allow certain roles to choose between the "From email addresses".

We've been using multiple From Email Adresses for a while. Now we want regional chapters to be able to make active use of CiviCRM. But we only want to let them send emails from their own and one other address (city@example.org).

I am willing and able to implement this feature.
I want to know what the best way to do this so that it can be available for everyone else using CiviCRM.
