Description
Front-end online contribution and event registration pages do NOT work if user has disabled cookies in their browser. The current error message is NOT helpful. Replace with a message advising users to enable cookies.
New message:
"We can't load the requested web page. This page requires cookies to be enabled in your browser settings. Please check this setting and enable cookies (if they are not enabled). Then try again. If this error persists, contact the site adminstrator for assistance."

2) visit http://sandbox.civicrm.org/civicrm/contribute/transact?reset=1&action=preview&id=4
3) submit the form

Is CiviCRM supposed to function without cookies enabled? If not, can we make it so that it does? If not, can we include 'please enable browser cookies' in the error?
