CiviMail: header validation error in CiviCRM 3.0.4 and 3.1.1

CiviCRM 3.0.4 and 3.1.1 broke quite a lot of (most?) mailings with r25903 - but the real culprit is that we validate a variable that doesn't pass through the header encoding (and only validates because it's sometimes quoted).
