Manage/add/edit event shouldn't expect "administer CiviCRM" permission

            Description

            We should revert - http://fisheye2.atlassian.com/browse/CiviCRM/trunk/CRM/Event/xml/Menu/Event.xml?r1=24301&r2=24383
            and make sure that "access CiviEvent" remains the basic required permission.
