drush crm api and drush crm clear are already doing something useful.

- Not sure about the command names to use, drush crm or drush civicrm? drush crm clear or drush crm cache clear?
- There is a lot of room for improvement of api and clear
- There are tons of other opportunities for drush crm

'civicrm' is probably better, I was just thinking lazy.
However, it seems that spaces are deprecated in the dev version of drush. So it should be civicrm-cache-clear and such.
I also started civicrm-bin, to make it easier to run the php stuff in the bin/ directory (i.e. without wgetting a long url that includes user, pass and key).
'civicrm-cache-clear' and 'civicrm-rest' have been added. More utilities will be added as we get request / patches.
IMHO 'civicrm' for the command will be much better than 'crm'. Whether 'clear' or 'cache clear' should be chosen depends on what this does (and/or will do in the future).
